Circulars was a brief attempt of mine, in the lead up to the invasion of Iraq, to create a focal point for the activities of the poetry and arts communities I was associated with. I wrote a short for New Media Poetics, edited by Adelaide Morris and Thomas Swiss, that describes what was going on with the site in greater detail.
